Question stock rebar question!

I was wondering if anyone knows what modifications you have to do to the stock rebar to make the 99 spec front bumper to fit. I just bought the 99spec front bumper and it just came in, but the body shop wants to use the stock rebar since its cheaper. What are the modifications you have to do? I heard you just need to "open" up the turn signal areas for the 99 spec turn lamps to fit.

You just need to cut the sides off so the combo light can go through. You can do this with a cutting wheel in 5 min.

What did you mean "the body shop wants to do it this way since it is cheaper"?

They think it is cheaper to modify stock than to put on the 99 rebar? Or they think it will be cheaper for you to just modify the current one?
