Rust on rear fenders (2nd Gen)

I have some minor rust on my rear fenders. It seems to be under the paint. Is there anything i can do for this that doesn't involve alot of money?

If you go cheap on it, the rust is only going to come back. As said above, you'll have to have it cut out, and a new piece welded in. Hopefully the rust doesn't extend too far on the inside so that it may be stopped.
