Rust at base of hatch

Rust at base of hatch

4 Days ago I purchased my first RX-7. 1982 SA22C with 13B. First post

I've been doing some close inspection of the vehicle and picked up a few things, one of which is rust at the base of the hatch, which has gone right through and leaks water into the back.

I'm wondering what you folks reccomend I do with this - I was thinking sand back the surface and grind out all of the rust, then have a go at welding something in there to fill the spot, sand it back and get the paint fixed up.

I've attatched some pics of it,
