Restoring rusty rims..possible?

I'm working on a '74 REPU, eventually I'll get to the wheels. They are the stock steel (I guess), but they've all got a pretty good layer of rust. Is there any practial way of restoring these? Maybe sandblast and a place could re-chrome, if practical. Anyone with experience on this?

sand blast and power coat, chrome or seal.
