removing paint from urathan bumper

I need to remove the paint from my 99 spec bumper and lots of the original paint is chippin off. I dont know that i can just sand it down cuz of the inconcistencys with the big chips missing. Anyone have some ideas???

Sand with a palm sander with 180 grit to feather it out then put some 220 on there and do it until there is a nice transition between urethane and paint edges(rub your hand over it so that you dont feel any edges where the paint starts. Get some 2K primer and spray the spot that you sanded not too wet the first coat. Let that dry for about 15 minutes and put a thicker coat on repeat this process for at least three coats. Then let it cure for about 24 hours. After it is good and dry you will want to spray some rattle can black paint (cheeper the better) over the areas with primer. Give that about 15 minutes to dry. Remember you only want to spray the black very lightly so that it just looks like its speckleled over the primer. Not a covering coat. After about 15-20 minutes depending on temperature and humidity it will be dry enough to start blocking it out. Buy a soft block from autozone or oreillys etc. and use 320 to 400 grit sand paper (wet). Then start block sanding it. Do not sand in circles. Go in a criss cross diaganal pattern over the serface of the primer. Keep doing this untill the black specles are gone. Rub your hand over the primered area. You will notice that the primer is now only in the areas that the paint has been feathered back. That is what you want. If when you rub over it with your hand you can still feel the transition of the feathered paint repeat this whole process. In the end it will be as if nothing happened and is ready to be painted.
