Paint is going on strike

Little gremlins have possessed the paint I've tried spraying on a headlight assembly. I've sprayed on a primer, shaken the can like hell, and waited the prescribed coating times, but the paint seems to be balling and bunching up in places where the paint wasn't applied heavily. You can see the primer underneath the "coats" of white paint. The guilty suspect is your average Duplicolor universal white out of a spray can. Object was made of steel, and the primer was also Duplicolor. I'll post a picture in a bit when my phone decides to cooperate with me.

Fish eye. You need to wipe with a lint free cloth with a dab of rubbing alcohol or acetone. Then apply a couple very very thin tack "mist" coats for better adhesion before applying full coats.

The bunching up is the paint is lifting, try scuffing it for adhesion , then wiping it down with wax angry grease remover, then wiping it with a clean dry paper towel
