"mottled" Montego Blue - Any hope?

I have a 93 Montego blue. The paint on the hood, and the tops of the a-pillars is "mottled" where it looks almost like water trapped under the clearcoat or something, fogging it up. The color is not consistent. Also at the front edge of the bumper where it meets the hood, it is nearly white, oxidized or something. Anyone else have these problems?. The paint is pretty beat, and I was just wondering f you guys thought it was worth getting rubbed out and polished.

If I were to try and use that turtle wax color wax, green or blue. Hey where the hell is the blue in montego blue anyways?
