after-market receiver NOT working!!!

Hi guys!
I did rewireing for after-market stereo system a while ago. someone broke into my 7 and took the stereo, amp, and subwoofer. All the wires have been cut. I have fixed all the wires, and connect them correctly; however, the stereo does not work, so I tested +wires for power supply. there are two. One, which should be on all the time is not on, and the other, which is on when I turn the ignition switch is working properly. I have checked the fuse for audio, which is located under the hood, and it is fine. Why I am not getting anything from the wire, which should be on always. is there any other fuses would cause this problem? i do not think the wire is broken and disconnected in somewhere because that whoever took my stereo system cut the wires nicely. Fuxx!
do you have any idea about this problem? anything can help me.

Thank you.

Have you checked the fuse box behind the drivers side kick panel? There could be a fuse thats burnt in there.
