Throttle pump decay, how does it work?

So I'm not getting the reaction I expect from my throttle pump decay. Can some one explain how throttle pump decay works in detail?

Decay is how long you want the increment/increase to last. Every car varies. I'm no expert, but the coolant factor seems high. Most people have between .5-1.0

You just have to play with the settings for a while until the car feels right.
