sporradic ignition between 2500-3000rpm

Hey all, I'm having a bit of an unusual issue in my car. The tach jumps sporadically (up to 1k rpm either way) and the engine runs for crap between exactly 2500rpm and 3000rpm. as soon as it's beyond those RPM points it works perfectly, but I'm scratching my head on this one pretty hard right now. I'm running an e11v2 with stock CAS. This setup has worked for me for many years, it's just since I got it back from the engine shop and I got it all put together and running. Any advice on this would be hugely helpful. I've played with the gain to no avail, as well as checked the shielding on the CAS wires, as well as made sure the spark plug wires are well away from the CAS and harness.

I should also mention that it's not just the tach, but also in the haltech software it's reading the bouncing RPM signal. Also it does it at all loads as well as zero throttle
