Haltech Imperial vs. Metric

Imperial vs. Metric
I'm running an E6X using v1.26 halwin.
Now, I downloaded that version of Halwin directly from Haltech's site onto my laptop....I cannot change from to metric in the main setup menu, the option is greyed out.
NOW, I downloaded the same file from the Haltech website on the desktop I'm typing this message from, and an option called "program setup" under the setup menu is available and I can switch it there. But that option (the whole program setup menu) isn't present on my laptop, both computers use the same version (same CD even) of Windows XP.
Any idea why? Anything I can do to change it? I'm pretty versed in conversion now since I've been using it like this for a long time, but I just noticed the option while viewing a map on my desktop and thought if I could, i totally would on the laptop.

Did you get any installation errors when you were installing the program? did it give you any sort of error message when you double click the SETUP.EXE icon?
Are you using English as the main language for Windows or do you have it set to something else?

Actually, now that you mention the language thing....
My laptop is set to like US ENGLISH, IIRC, but I always had a problem with the shift+2 key and an " being reversed. A guy told me to try setting it to UK english and then go back etc....but I can't recal what its set at now. I'll check that, what SHOULD it be?
Also, no installation errors on either install. I did however have a slight problem trying to reinstall it on the laptop. I had noticed the difference, tried downloading it from haltech again and then installing that particular new download, but the zip program i was using wouldn't unzip it properly but I eventually did manage to install it again, and its the same.
I'll check the language setting and post back. Any other thoughts?
