Haltech IDC Question

IDC Question
I'm trying to figure out what nozzle sizes (they detrmine flow rate obviously) to run on my water injection setup. I want to run 15% water to fuel to start. To do this, I need to know the IDC of the fuel injectors.
My water injection rate is determined through the fuel injector map (more water for more boost, just as with fuel to keep the water/fuel ratio the same) and the water injection gets it signal from the PRIMARY fuel injectors. I was told by the Aquamist guy to get the signal from the primary injectors since they see a higher duty cycle than the secondaries but I am not sure if he is familiar with Haltech. Which is correct?
If the haltech reads 70% IDC, does that mean ALL injectors run at that IDC?
I'm assuming the IDC that is displayed through the Haltech/laptop is for ALL injectors?
