Why so hard to get the TPS right?

Why is it so hard to get the TPS adjusted rock solid correct? My 7 is a 91 NA but I've seen the complaints from 1st gens and other 2nd gens too. You warm the car up well and set the TPS (I use the resistance method to 1K Ohm). Take the car out and drive it around or wait a week and when you check it again, it's totally off. And even if I get it set to 1K Ohm +- 100 Ohms, the two light test never shows only one light lit....Is it just me?

That one k thing is a second generation thing. It does not apply to a series five car. See the online FSM for the 91 model. Fuel section. Page 83
