The TPS pigtail plugs into the Emission harness. Not sure how else you want me to explain it. If your meter reads 12 volts at the battery then I guess you could take your reading as being accurate but for the life of me I cannot grasp why you just refuse to do it as stated.

I'm trying to do what you're telling me honestly. I don't know all the little electrics under the hood. You told me to test for 5 volts. Telling a person that is unfamiliar with the electrics on the car is like telling a 2 year old to do nuclear fusion. So I tested it again and used the battery as the ground

The Brown wire powers 5 engine sensors and one of them is the AFM. A shorted AFM means no start. The sensors are the TPS, Pressure Sensor, Variable Resistor, Atmospheric Pressure Sensor and the AFM. Unplug one sensor at a time and then recheck the Brown wire voltage w.key to on and when the voltage returns to normal, 5 volts, then you'll know you foound the cause of your problem. You should start w/the AFM first.

SOAB I'm reading 5V dead after removing the AFM. So this just means I need a new AFM?

If you reconnect the AFM and get the same unacceptable reading then it would appear so.
