Timing marks won't move. HELP!

I'm trying to set the timing on my 83 and I can't get the trailing mark to move, even when adjusting the vacuum pod. I can move the leading mark, but not enough to reach the indicator. Any help is appreciated.

are you sure you are moving the right part and that you did switch the clamp to the proper trailing wire?

I'm quite sure I'm moving the right part, and that the clamp is on the proper trailing wire. (First housing trailing wire right before the plug.)

thats all i have. it been a while since i did it to my first gen but it was pretty straight forward. sorry i can't be of any help.
