Taillights are not lighting

1988 mazda rx7 13b non-turbo

Hello again guys, so I was pulled over a little while ago for my taillights being out. According to the officer, all my lights in the rear seem to be working fine, except my taillights. I took the car to a shop and they didn't want to do too much so here's the info I've gathered thus far for these taillights:

- My dash lights had stopped working completely about a week before I was pulled over. Before then, they would light on and off on their own while driving but this too was a recent problem. They worked fine a couple months ago.

- My dash cluster (turn signals, headlight switch, etc) is loose toward the bottom of the outer assembly. One day I had to use my high beams and I noticed the bottom half of the dash cluster partially come out when I pulled the switch for my high beams

- Not sure if this is relevant, but my 'idiot' lights do their own thing too. In winter weather they light up when I'm about to start the car, and in summer weather they don't work at all. My low fuel light illuminates on and off on its own as I drive and run over minor bumps in the road.

- Headlights are fine

- After some rain, when I go to my car and turn the ignition to position 2, a little bit of water falls to the floor of the front passenger seat.

Headlight switch controls whether the Red/Black wire (powers the tail lights) and Red/Green wire (powers the dash lights) receives power or not. The illumination fuse needs to be good so check this first (powers the White/Green wire at the switch). If the fuse is good when you turn the headlight switch to the first position, the two wires mentioned above will have 12 volts to them. If they do not then there is a problem w/the switch and it doesn't matter if the headlights work since the switch activates different things when the **** is turned. If the switch is bad then you need to check the headlight harness itself to see if there are any burn marks as both might be in need of replacement.
