Stuck side seal.

I had my car on the dyno today for tuning with Steve Kan. To cut a long story short, the car sat all winter and while on the dyno Steve said the engine was hurt. My mechanic who was present said he believes its a stuck side seal. The car put down 280 at the wheels @ 10 psi. He said with my set up I should have been around 330.
Just to play it safe, he did not want to turn up the boost. Just to prevent anything bad from happening with the engine.
My question is, what are the chances of the seal coming free?
I hope it does.........

Run a gallon of distilled water through the motor while it's idling.....it'll want to stall, so have a friend keep the rpm up to around 3000-3500. Use a nipple or two on the UIM with a piece of clean silicone hose. It'll make a ton of smoke, but should unstick the side seal.

So what you saying is feed the water through the silicone hoses.
How does the water help?
