Will buying a short shifter also solve this problem?

I'd check to make sure that your shifter has the cup on it. My car used to do this and I could never figure it out, I figured the shifter itself was rubbish.

I bought a new short shifter and, when I was replacing the old with the new, I realized that the idiot who owned the car before me put the shifter in but failed to put the cup on the new shifter...

It could be as simple as that.
