Can you weld a mild steel flange with a stainless steel runner.

I was over at a turbo shop today, and I was talking with the owner. He was saying he has a guy engineer his manifolds and he makes them. He said they like to use mild steel for hte manifolds, but htey use stainless steel to weld them. It was supposed to let the manifold flex or soomething. First time I heard of it. I thought it was interesting.

Ive also heard mixing mild steel and ss could cause cracks, Im not a pro, so I dont know what to believe
