S4 RX7 (2nd Gen) starting and idle issue, afm?

Hey guys, got an issue with a S4 rx7, 13b turbo. not a lot of guys over (NZ) here seem to know much about the factory ****.
The engine is a full race prepped mild port engine, but eveything on the engine is standard for now. This is my daughters car and runs factory ecu, afm, turbo etc and just a bigger exhaust thats it.

Engine doesnt seem to like starting or idling very well.
Auto sparky has told me all signals are being sent correctly but, the AFM doesnt move when engine iscranking so doesnt send the signal to the ecu to turn pumps on, this is his understanding of how the system works. When he pushes the flap in the afm, the signal shows and pumps start.
He says the engine seems to have plenty of compression (and it should its only done around 3000km after brand new everything, so weve been told and believe) and does run once warm but not the best idle.

Im actualy living in the Netherlands so havnt seen it first hand myself whats happening, but I have been told other ecus and afms have been tried.
Only thing I can think of is massive leak between turbo and afm preventing decent vacuum at afm???

any ideas? daughter goes back to NZ in 4 weeks and I realy want this going before she gets there and sparky is not sure where to go from here

The AFM flapper door could be stuck somewhat as it should open w/o too much effort. The flapper door does get pulled open at startup via the vacuum suction created within the engine thus you are correct to believe a large vacuum leak is a possible cause. Make sure the intake duct is secure to the AFM and throttlebody. Also, on some models there is a T connector located underneath the intake duch as it approaches the throttlebody where a hose take air and sends it around to the other side of the engine.
