Rx7 won't shut off!

Ok. I have a 93 rx7. I went for a ride today and everything was fine. Then I went home and cut the car off. After a couple of minutes the car still had not cut off so I went out to see what was wrong and for whatever reason it will not cut off at all. If the battery is plugged up you always have power to everything and the instrument cluster stays lit up the ignition switch is off and unplugged! I've caught myself checking every relay I can find but the only way I can shut everything down is to unplug the battery? Any idea why?

I haven't changed or added anything new. I'm running factory fans and yes it has a turbo timer but I unwired it and the boost controller to eliminate that issue.

with FD, likely cooked wiring on the turbo side inside the front quarter skin
