Running a Diagnostics test on the FD

Ok I'm looking where to find a Error Code Checker and System Selector for the Diagnostics port on the RX7. I've been reading the workshop manual to find out why my car takes forever to start and is running rich. I'm using the troubleshooting guide on page F-194 (Pg. 383 on the .PDF) and it has a checklist of things to try but it says to first try using this,

to specify the problem. I tried calling Mazda to see if they had these at the parts dept. but they didn't. I also tried Napa and Autozone but no dice. Does anybody know where I can find this tool? Can I use a OBD I? I'm just learning this motor so if anybody can give me some tips it would be much appreciated.
