RPM bounce when shifting?

Why do some rotaries rpm bounce when shifting? Here is a video, you can hear it when he shifts from first to second.

The rpm isn't "bouncing" as you say. He simply doesn't have any traction once he shifts into second gear, so the tires are just spinning.
