Possible ECU Problem?

I've been working on my Rx7 for a while now with my father, and we came across yet another problem with it. It seems that the 2 cooling fans will not shut off once the car is turned on. Also the Fuel Pump isnt turning on, so therefore we cannot start the car. We began tracing wires back to see if there was an open somewhere and we have came back to the ECU. Is is a good possibility the ECU is shot?

I have the same problem with no fuel pump working, did you unplug the fuel hose to see if fuel is coming out? I would also like to know how to tell whether or not the ECU is shot or if its the fuel pump.

i RECENTLY Replaced the engine in my FD< got everything hooked up except for a few connectors at the ECM. WHen I turn it on, fans wouldn't go off, until I connected the remaining connectors to the ecm. But my fuel pump still doesnt run. Relays wont energize either... I think we have related concerns.... I am thinking grounds, but I don't know. I found that the circuit relay doesnt recieve power or ground from ecm or diag module... keep updated.
