No Compression on back rotor ( 10th Anni 88 FCT2 )

Well after a good ol compression test it seems my rear rotor is done. Any suggestions on the best route to take on getting it fixed up to running order. I don't have a garage to work out of and i'm on a $1600 budget. I'm up in Tallahassee FL so there are 0 Dorito mech's around here...kinda sux. What do you all think?

Any suggesstions???
