NEED HELP Acceleration Issue at 4 grand

I recently just rebuilt my 13b and it has an acceleration issue at 4 grand. I have tried everything I can think of to try and get rid of the studdering and hesitation when accelerating. When revving to about 4 grand the studder occurs and the car won't go above 5 grand even floored. I pulled the spark plugs and they are black from burnt fuel I presume. The only 2 things I can think of that could be wrong is that my furl/air ratios are off and its way too rich, or my timing is off. I will be getting my friend to come over and fix my laptop connection issue to the microtech ecu today or tomorrow. Do you guys have any ideas as t why my 13b is doing this??? BTW, I have a 13b cosmo TT in a vw bug. My thread is on the "other rotary" part of the forum.

limp mode only works with the stock engine control system, which he is not using. but i agree with an overly rich condition.
