Need advice on possible 13b purchase

Hey there. I have the opportunity to purchase an s4 turbo2 and tranny from a facebook rx7 group member. The engine is freshly rebuilt with goopy apex seals, 93 corner seals, and n/a rotors with an exhaust port. Seller wants $2500 before shipping for engine and tranny minus the ECU and I think emissions. First and foremost, is this a fair price for the combo? Also, I'm a little scared of the high compression turbo but I will going haltec standalone anyway so will be able to tune. Also wondering if anyone has any opinions on whether I will have a hard time passing California emissions with the high comp/exhaust port combo.

Any advice is greatly appreciated. Thanks everyone.

For $2500, I'd want to see the engine run first.

There's videos of it running. It's going to need a standalone and tune just to run though. Not included with the purchase.
