maintnence is critical, and what do you need to know about turbos for? are you planing on turboing it? 86 modles don't come turbocharged the 3rd generation 93+ came with twin turbos

If we're talking about the 1986 model you're talking about below, don't even worry about turbos right now.

and about rebuilding engines a such on the rx7.
Is this a question?

Oil and oil filter changes need to be done RELIGOUSLY.
Monitoring the cooling system is VERY IMPORTANT.
Do not overheat the engine at any costs!

The engine injects engine oil (if the stock oil injection system is still intact) under normal operation.
On average, it drinks about a quart of oil per 1,000 - 1,500 miles or about every month - BE AWARE OF THIS.
This means you need to keep adding engine oil.

Due to the oil injection, this makes it a little more involved for maintenance and costs.
Otherwise, the maintenance and costs for normal wear&tear items is typical for a Japanese import vehicle.

BE AWARE THAT WHEN FIRST BUYING A USED RX-7, THERE *WILL* BE A LOT OF ISSUES THAT NEED TO BE REPLACED OR FIXED.
Unless the previous owner took meticulous care of the vehicle, have about $1,000 to fix items that you were not aware of.

US dollars?
They are asking too much.

Punch in the numbers and see what you will get - I bet it doesn't come close to $3,000.
Rust could mean underlying body rot which you cannot see staring at it - be very wary of ANY rust on the body.

i checked up on kbb and it suggested 5100 us dollars. i tlked to the owner of the car and he lowered it to 2700. and if i would want to do a swap in the rx7, how hard is it? i kno engine swaps are hard but comapred to other cars. for example: the 240sx, or the se-r or civic.

get the car, do a full tune up(don't trust what the sellers says about his latest tuneup). See if it passes emissions, otherwise you are gonna be spending some money on block off plates and maybe a exhaust. check all the struts on the car and make sure everything is sound before you start talking about buying turbos and jdm engines. Goodluck with the car and have fun with it.

just some ideas for a full tune up:
spark plugs
spark plug wires
air filter insert
oil filter
engine oil
transmission oil
rearend gear fluid
replace all the coolant in the car
Get a mazda thermostat(not the one from autozone)
Break pads/calipers?
tires?

Like I said goodluck and if you play your cards right you will have more fun than you can imagine.
