Question i need some serious help (not mental)!

let me start from the beginning i had the engine and turbos rebuilt, went non-sequential, silicone hoses. when everything was done it ran like ***. it wouldn't idle when it got warm but we got that fixed and it was just the timing but now as soon as it boosts up it starts running like crap and dumps the boost. there is a check engine light but the shop can't find their adapter to read it. can anyone help me? how can i get the code without the diagnostic comp.?by the way it's a third gen.
