HKS Twin Power no LED

I bought an HKS twin power from a forum member on here last month. Finally got around to installing it today. When I turn the key into the ON position, the red LED light flashed real quick for about half a second. I figured maybe it wasn't a good ground, even though I grounded with one of the ignitor mounting bolts, after I sanded off all the paint around the hole. So I had my chick turn the key on and off while holding the ground wire on different ground points. Same thing no matter where I put the ground. Then I had her start the car. It seems that the LED light is on, just REALLY dim. Does this mean it isn't working correctly? The car stayed running even when I removed the ground all together.
Any info is appreciated.
