high flow cat question

stupid..maybe, but is a high flow cat "high flow" because the pipe diameter is bigger or the honeycomb flows better? or both?

Most high flow cats are 3" piping where as a stock cat on a 3rd gen is 2.5". Also most high flow cats are about half the size of the stock unit most of the time even smaller.
