High flow carb/turbo setup in 87 rx7

I recently bought an 87 rx7 non turbo. It has a high flow dual barrel carb setup with a turbo charger on it. My problem is that the turbo doesnt spool up at all. I have no idea why it doesnt, but there is a ticking sound coming from the rear of the car. I think that it is the fuel pump. I think that the pump is giving the carb too much pressure because the car was origionally fuel injected. I am wandering if i should get a new fuel pump, and also i am wandering how i can get that turbo to work. any help or suggestions would be greatly appreciated.
