Help Low voltage on 1 injector

Anyone have experience with this type of problem? I hear injectors clicking when key is turned on which means they work, I measured voltage and the primary front injector reads 5V and the rest read 12V. I tried two different ECUs and found the same voltage readings. With this condition can the car start or would this be the main reason? However I did find alot of condensation on the both ECU's. Im not sure what this is because I followed the injector wires to the ECU and they look fine. I checked and cleaned all the ground wires and checked all main fuses and such. What could this be?

I don't know if this is a wire problem, or a problem with how the engine cranks or whatever else it could be. Been reading up on the FSM but no idea as of yet. Maybe a new engine harness?
