fuel pulsation dampener question

sorry this might be a noob question. if your FPD fails could it cause a loss in fuel pressure and cause it to not run correctly? my tII started smelling like gas and sure enough i found gas dripping on the manifold. so i parked it and the next day went to pull it into the garage and it wouldn't start right away, when it did it ran like ****. now it wont start at all. any ideas? thanks in advance... jim.
