Fuel Delivery System

Hello, My name is Jerry and I hope I am not asking too many of the same questions as before. I scanned and searched through the threads before, so if I am, please forgive me. I have an 86 RX7 that I have just bought. The guy said that the fuel pump was running but it would not start, he had the pump rebuilt and also replaced the fuel rail pressure regulator. When he was showing me that it would turn over it sounded as if it was trying to start with a little starting fluid. I went ahead and bought it...for $700...and got it home. I don't have any power to the pump now, I checked the resistor for impedance at 6ohms, I have 10v at the fuse, I have 12v at the battery power side of the relay but nothing at the four pins coming out. Is this relay common failure and if it needs replacing, around what would it cost? Also, on the not firing problem. I checked the plugs and they were wet. I smell gasoline heavily in the oil...so I figure it was flooded pretty badly. I see that there is a problem with that but what I am wondering is this the same reason that it could not be starting now? I checked the spark and it was good...it jumped about an inch across to the plug. Oh, and this car was setting for around three years before he bought it and began messing with it. I am very new to the rotary engine...and am just a novice mechanic at best so any help you can afford me is appreciated. Thanks.

Okay...I did finally find out what one would cost, searching the correct part name really helps on the parts store sites. Now I would like to know, is this a common problem with them or could it be from just sitting for three years?
