Looking To Upgrade Carb, Do I Need To, Should I Remove Factory Regulator? Seen Some Cars Have It In The Engine Bay Along With The Filter. How Would I Go About Doing This? What Is A Good Carb Setup That Performs As Well And Is Low Maintainence? Looking To Spend About $500

Ummm, little more info. I guess you are talking about the 12a engine? If so, most likely your fuel filter is underneath the car right next to the fuel pump by the fuel tank, it is plastic.
If you are going to upgrade the carb, you will need a better fuel pump, and a 1-4 FPR. There are lots of good carbs out there, holley, and weber are the most common. If you have the stock 12a then a holley 465 or a weber 45dcoe or 48 ida, or munikki 44 will work.
To get the most out of any carb you will need a free flowing exhaust. Look at www.racingbeat.com under the 1st gen section/ high perf exhaust system.
