What the hell are you talking about? What says you must supply your core?
If you are buying an alternator, battery, turbo charger, starter or engine, then frequently (not always) there is a core charge ; they charge you extra if you don't give them your old part in exchange for the new one. Most places sell these items rebuilt, not new, so they need people to turn in there bad ones so they have a constant supply of bad ones to repair and sell. Some places won't sell you a part unless you give them a bad one in return. This is a mandatory core deposit.

He's most likely talking about purchasing a rebuilt engine.
And as you said, almost all require a core, meaning your old engine in exchange. If you don't have one then the cost will go up, probably $200-$400

Yeah, they don't give you the same motor back. Its the core that someone else turned in that got rebuilt and is ready for use.
If you had one engine, and you sold it for $1200, and got a bad one back, you could rebuild it and maintain your positive supply. That way, you can always sell an engine for $1200 + core, rebuild the core, and keep doing business.
