can't get carb to run on all 4 barrels

i have a 84gs that all 4 barrels work but i can only get the back 2 to work if i open then manually?????????

You have vacuum secondaries, they will only open under engine load..... and that doesnt mean just revving it..... If all four barrels opened while their was no engine load and at a stop, your car would die. It would have the same effect as unplugging a bunch of vacuum lines.
