Brass "T" fitting between fuel lines...?

I just got an 87 TII for the motor. I was looking it over and noticed a brass "T" fitting between the fuel lines carrying fuel to the fuel rails and carrying fuel back to the tank. Its on the driver side of the motor, a little below the oil filter. Why is it there?

It sounds like you have the Mazdatrix fuel bleed off kit.
Does it look like this?
http://www.mazdatrix.com/c-bleed.htm

They are supposed to help with flooding. See that page for more detail.
