Is this bad?

While doing my weekly complete thourough check of my engine I noticed a leak of some sort on the drivers side by the spark plugs (right around where the housings come together...thinking maybe a seal breach....but the motor was just recently re-built??? looks like either coolant or oil (probably oil because there is oil residue on some of the pipes around that area)

maybe some oil spilt when you changed it or something. if not take the motor back :

if it was newly rebuilt it is probably left over assembly lube, usually Vaseline. this will ooze out as the motor gets warm. clean the area and check back in a couple of days. always monitor oil and water levels, but if it is just a small drip on the side of the motor with no other sysmptoms it is probably just the vaseline used to install the o-rings.
