Back pressure in coolant system

Just to make sure this sounds like a blown coolant seal, the coolant system pressures with out the car even turn on just turning the key or with out pressure on the coolant system, when trying to deflood the car no matter how many times I try it won't deflood and doesn't really smell like gas more like coolant. With the radiator cap off and all plugs removed no coolant over flows
But with the plugs installed and the cap off when I turn the engine over coolant overflows from the rad cap
any advice would be nice

Yea it def sounds like pressure from the combustion chamber is going into the coolant passages.
