88 T2 high or fast idle....

I just fixed a vaccum leak a can't seem to get my car to idle under 1800 rpm. The idle screw on the side of the intake manifold is completly turned in, and when i back it about it starts to surge. The other idle screw down on the side is in the middle position. But when I turn it either way, nothing changes. Ive checked all the inter coooler pipes for vac leaks, and have no idea how the tps works so i dont wanna mess with it, any ideas?

You have to jump two wires on the harness located under the hood release for the adjustment to work. It took a lot of messing around to get mine adjusted. The harness is plugged into one that goes nowhere. I got the info from the manual I got with the car. Good luck!!
