CA 88 non turbo high rev and surging RPM on cold start

Hi all. I have an 88 non turbo bone stock. It's surging and has a high RPM for the first couple of minutes after a cold start. If I step on the gas for a split seccond. The RPM lowered but it continues to surge for a few min until it reaches opporating temp. Any one encountered this before? It's not terrible. I'd just like to fix the issue.

I'm totally new to this forum and new to these cars, but after going through my '84 13B with the factory service manual (Foxed.ca -- AWESOME RESOURCE) and pocking away, I believe you are noticing the normal fast idle behaviour that occurs until the waxrod heats up enough to push the fast idle cam away. You can adjust the effect following the procedure I paste below.





Anyway, I have no cred here. I am jumping on to ask a basic question--but maybe this helps.
