49 state catylitic converter
Im over here in CA. My buddy got a magnaflow/carsound cat,a nd it says 49 state legal on the box.
Does this mean they dont use engouh precious metals to pass CA regulations? What's the deal?

That or everyone has given up on spending the extra money on making something legal just for California when Cali officials will probably turn around next year and add an amendment to their laws to make it illegal again and the rules even more strict which would mean even more money spent again on making it legal just for Cali.

my buddies cat was no good , so I told him to have the muffler shop to make a bolt in cat with the o2 sensor bungs for his 96 acura 2.2cl. The muffler shop worker said he needs a "obd2 catytlitc", my friend took the muffler shops word for it, and bought a 300 dollar "obd2 catyltic converter"

Adding more catalyzing material to the cats does improve its effectiveness.
That's not the difference, though. All aftermarket parts in California from the filter to the cats need to be "Carb approved" for that car. To get CARB approval, the manufacturer needs to go through a long and expensive process to prove that their product not only passes smog, but has good cold start characteristics...etc...etc.
Most manufacters don't want to go through the hassle and expense to get the parts california certified just for us Cali guys, so they don't.
The cat will probably pass smog.
