Unhappy Brakes - What is this part (not in the manual)?

Please help, I still havent solved the problem. The front rims will not fit all the way flat with the brake. There is always about a 1/4 inch space. It makes the front wheels wobble. I have a thread about this issue,

but it hasn't solved the issue (no pics). Well here are the pictures.

My question is: What is that ring around the axle nut cap. Does it surve any purpose? It is in the way of front rims fitting properly.

Are these stock rims? If not, maybe the hub size is wrong.

Please follow the link all the pictures are there.
I was having problems with posting them on the forum.
The rims are stock and the car is a 93 R1.
Brakes are PowerSlot with Hawk HPS's.
