Anyway, to answer your question, it would be easiest to put the 20B in a TII because it will not clear an NA hood (oh how I tried, though, lol), and the TII drivetrain can handle the torque better. Obviously, the old engine will not matter, so yes, a horrible or no-engine TII would be cheaper. Plan on $10,000 for a very basic (400-500bhp) conversion and doing all the work yourself or with your friends who have engine lifts and appropriate welding and milling capabilities. A professional conversion is about $35,000. Add another $10,000-50,000 for a high-output single-turbo setup.

2) Because you need to buy and install the turbo and its plumbing, custom turbo manifold, custom downpipe, larger exhaust, wastegate, BOV, larger/additional fuel injectors, high-output fuel pump(s), high-output fuel filter & regulator, larger fuel lines, intercooler and plumbing, larger competition radiator, high-torque clutch, mondo-expensive transmission, custom driveshaft, high-torque rear end, wide body kit, stiffer suspension, and wide rear tires. Things get expensive once you get over 550bhp, and a single-turbo 20B can take you over 1,000bhp.
FYI, the 20B street engine comes from the factory with twin turbos. It's actually a 20B-REW, and was installed in the JC Cosmo luxury car.

if you skimp out on tons of stuff, you can build a 400 rwhp TII for about $6k or so. Again, this is skimping on everything appearance wise, and also doing all the labor yourself. This is assuming you have a healthy, working engine already.

True, in that case you would need only about $6,000 for the initial setup, $2,000 for the engine rebuild the next week, $2,000 for the engine rebuild the week after that,...and so on.
