I'm looking to buy a 99 spec bumper without the licence holder in EU, because ship it from japan or USA is too expensive.

Any Mazda dealer will order it for you if you have the part number.
They are in stock at Mazda Europe.
PM me if you need the part number. I don't have it now but I can find it somewhere.
