voltage regulator/stabilizer

I'm looking for a voltage regulator like the Jacobs Accuvolt to stablize the voltage. Right now, I'm getting a variation from 11.5 to 14v at idle. it's all over the place!

and when it varies like that I can't tune for ****. the FP fluctuates too much to get it idling smoothly. I'm using TEC II w/ a large aeromotive pump, powered by a red optima battery and 87 TII alternator..

Do you guys have this problem? I've seen these voltage stablizers on ebay for $35.. anyone use one of these? http://cgi.ebay.com/ebaymotors/ws/eB...category=33577

I'm not sure how well this would work by simply tieing into the battery..

any advice is appreciated!

Thanks!
