Stock ECU Differences between California and non-California cars?

I just wanted to make sure that the fuel maps are the same in all USDM OEM ECUs.

My car is an out of state Virginia car, but I am in California. I looked into the subject and found information that only the EGR related stuff in the ECU is different, but the fuel maps are the same. I'm assuming using a California ECU in this car will throw an emissions related code. Is there anything else that differs between the ECUs?

Could someone verify this before I go pump in 91 octane when this car has previously taken 93 octane?
