Question Need some advice....go any????

Ok, first off, I am a racer not a programer so go esay on my ignorant questions. I have an ITS car and we can not have stand alones or piggy-backs, but only what will fit in the stock ecu case nd I cant afford megasquirts or what have you. I was talking with a guy who was building a modified-bastardized turbo car and said what he did was have the chip un-soldered and have a peice resoldered in that would allow the chip to be unplugged and plugged in like the GM style. He would then dyno the car and remove the chip to flash it and what not. My problem comes in that I have no way of writting or modifying the current software, I can only flash the ship. Provided that what I have said is do-able, does anyone know anyone who could be able to work with me on createing a usable map. What he did was email back and forth what he needed with a gentleman in California, for instance.."I need more fuel here in the curve", and the guy would change it and email him the new software. Can anyone do this? I have free access to a dyno so thats why I dont want to just take the car to a shop that can do it in a first place. Racer's budgets suck...

Thank you for the help!!!
